Dr Natoli is Disaster Law Consultant at the International Federation of the Red Cross and Red Crescent Societies (IFRC) and collaborates with the Italian Red Cross on Disaster Law research and initiatives. In 2019-2021, he was an Irish Research Council/Marie Skłodowska-Curie Action CAROLINE Fellow at the School of Law of the University College Cork (UCC) and in that role has been seconded as a researcher to the IFRC headquarters in Geneva for one year (2019-2020). He completed an EU funded two-year research project entitled ‘Leave No One Behind: Developing Climate-Smart/Disaster Risk Management Laws that Protect People in Vulnerable Situations for a Comprehensive Implementation of the UN Agenda 2030’.
He is Head of the Editorial Committee of the ‘Yearbook of International Disaster Law’ (Brill). He has been adjunct Professor of International Economic Law at Roma Tre University and Research fellow in International Law (2015-2018) at the same institution. He was member of the teaching staff of a Jean Monnet Module on International and European Disaster Law (2016-2019) and coordinator of the International Humanitarian Law Legal Clinic. He has also been lecturer of summer courses on International Disaster law organised in cooperation with the International Institute of Humanitarian Law and the IFRC, and of training courses on international disaster response law for the Italian Red Cross.
He holds a PhD in International Law and Human Rights from the Sapienza University of Rome.
Dr Natoli will contribute to the intensive course by offering a session within the intensive course on the role of Non-State Humanitarian Actors (NGOs, IFRC) in post-disaster settings.
